Willay: Governance and citizenship through ICTs in rural areas

ONGAWA and other local partners

Willay (“inform” in quechua) is an initiative to improve democratic governability at the local level that combines a rights based approach and the innovative use of the internet to serve two rural provinces in Peru: Acomayo in Cusco and San Pablo in Cajamarca. Willay employs ICT to strengthen citizen participation and transparency and accountability of public services. Main areas of work included: participatory municipal budget, transparency and accountability of public institutions, education, health among others.
